Measures of Program Impact
Measure 1: Impact of Completers’ Teaching on P-12 student learning and development
Completer Impact on P-12 Student Learning
- The Department of Education at Franklin College collected P-12 impact/student learning data from recent completers of the elementary education program. The participants in this study are Franklin College completers who are currently employed in Indiana public elementary school settings, and their respective schools regularly scales for student learning assessment based upon research by Marzano. Findings of this study indicate that completers in this case study demonstrated high proficiency in positively impacting P-12 student learning in their classrooms.
Measure 2: Indicators of Completers’ Teaching Effectiveness
Teacher Effectiveness Survey Data
- The Indiana Department of Education (IDOE) annually surveys school leaders regarding the effectiveness of teachers prepared by EPPs within the state. An examination of trend data over three cycles of survey collection indicates that Franklin College-prepared teachers are consistently deemed “Effective” or “Highly Effective” by their respective principals.
Teaching Effectiveness Completer Data
- Additionally, the Department of Education at Franklin College collected a purposive sampling of program completers’ “Teaching Effectiveness Evaluations” to further examine completer teaching effectiveness from each of the three most recent cycles (2018-19, 2017-18, and 2016-17). Findings indicate that Franklin College completers in this case study demonstrate effective teaching skills as determined by their respective principals.
Measure 3: Satisfaction of Employers and Employment Milestones

- The Indiana Department of Education (IDOE) annually surveys school leaders regarding their level of satisfaction with the preparation and training that their teachers received when earning initial licensure. Trend data indicate that employers of Franklin College graduates are consistently “Satisfied” or “Highly Satisfied” with the teacher preparation their teachers received at Franklin College.
Measure 4: Satisfaction of Completers
Completer Satisfaction Survey Data
- The Indiana Department of Education (IDOE) annually surveys new teachers (education program completers) requesting their assessment of the adequacy of the preparation and training received at their respective universities. Trend data indicate that 100% of teachers prepared by Franklin College deemed their preparation as “Good” or “Excellent” in all three cycles of IDOE surveys. This level of satisfaction exceeded the state average in all three cycles.

Measure 5: Graduation Rates of Candidates
Graduation & Placement Rates
- In conjunction with the Career Services office of Franklin College, the Teacher Education Department tracks the number of candidates who enter the Teacher Education program fall of their Junior year and student teach in spring of their senior year. Three-year trend data reveal an average completion rate of 93%.
Measure 6: Ability of Completers to Meet Licensing Requirements

Measure 7: Ability of Completers to be Hired in Education Positions for which they have Prepared
2019 FC Graduate Survey Data
- A survey of 2019 Franklin College graduates inquired about their post-graduation professional journeys. Findings indicate that 97.6% of respondents are currently employed or attending graduate school.
Graduation & Placement Rates
- In conjunction with the Career Services office of Franklin College, the Teacher Education Department tracks graduates’ professional employment within 6 months of program completion. 95.5% of the two most recent cohorts of graduates are employed in teacher positions requiring licensure.
